Blocked sewage line

We have our office in Building no. 16/2, W.E.A. Karol Bagh, New Delhi-110005. The sewage line in which the sewage of the building is discharged is perenially blocked resulting in backflow of sewage in the toilets which are rendered out of use. Besides, the building is flooded with sewage which may cause an epidemic. Our complaints to the local office are contemptuously ignored. Sometimes, the local sweepers are hired who temporarily open the line at an exorbitant cost. The line remains open for a couple of days after which it is back to square one.
Will anybody higher up in the organisation take cognisance of the state of affairs and have the line permanently cleaned? If an epidemic spreads in the bulding, we will hold the Jal Board squarely responsible.
