Unnecessary delay in Passport renewal

I had applied for renewal of my passport on 10th Feb and on 24th April the status of my application is updated as "PLS SEND YOUR PROOF OF STAY AWAY FROM J&K FOR LAST 5 YEARS IN SWORN AFFIDAVIT OF RS. 10/- ATTESTED BY NOTARY/MAGISTRATE AND DOCUMENTARY PROOF".

My police verification was done within 10 days of application and status was clear. I have no connection with J&K as i have been staying in delhi since the time i was born. Its only that my birth place is Pathankot which is in Punjab. I dont know why I am being asked for this Affidavit and Documentary Proof.

I wrote a mail thrice to Regional Passport Officer, Mr. Anurag Bhushan and Mr. Dilpat Singh at following e mail ids but there has been no response

Also on Passport site there is no mention of any such affidavit in regards to the format and documentary proofs.

If anyone from passport office reads my grievance, please action on the same. My details are:
