Non-delivery of article

I had sent an envelope from Kurukshetra University Post Office through Speed Post on 09 July to be delivered before 18 July at Kolkata. Till date I have no intimation whether the article was delivered or not. If delivered, on which date? I have also lodged a complaint through their website (complaint number 100000-01550 dated 28 July). A written complaint was also handed over to the Sub-PostMaster of Kurukshetra University Post office on 29 July. Till date there is no action from any corner of this Government department called INDIA POST. My ARTICLE NUMBER IS EH059499436IN.

DO THEY REALLY DESERVE A HANDSOME PAY REVISION THAT THE 6TH PAY COMMISSION HAS RECOMMENDED FOR THE INEFFICIENCY EXHIBITED BY GOVERNMENT EMPLOYEES???
