Online Payment not working

"I had made payment of my electricity bill using net banking.the amount has been debited from my account but not credited as bill payment, I had made complain to my bank they said that the payment has been received by third party. I also tried to contact the customer care of DHBVN via Email, as there was not any contact number for online bill payment enquiry. Still I haven't got any response from thier side."
Also, I had done Cheque payment of same amount as the local DHBVNL person sitting in local billing station told that if the amount is submitted twice it will be adjusted.
Now my account has been debitted twice for the same bill.
Still the online status in DHBVNL website is not showing the online payment done.
Still their site is not working. Where is all the amount going that is submitted via netbanking by so many Indian citizens? What's government doing?
