Against Delhi Traffic Police

Dated 1st july at 9:pm I jumped a red light prior to Subhash Nagar mod. A Traffic Police man Mr Shiv Lal in Pulser no. DL 1S S053 asked me to stop. He checked all the documents and fined Rs 1100 under any new rule for red light jump and kept RC. Than bargaining stopped at 300 Rs and he didn't gave me any receipt for the same. Please kindly let me know about this new rule which give your peolpes freedom to fine any amount without any notice. thanx
