Delay in Deposit of Cheque submitted towards electricity bills

I am a resident of Gyan Khand-II, Indirapuram, Ghaziabad. Electricity Department exeutives don't visit our societies/building for taking meter reading. Its a regular practice in our area that we take the meter reading on our own and submit our cheques for the requisite amount.

Yesterday, when I visited the Electricity Office for deposit of my cheque. The executive concerned advised me to submit a DD instead of cheque as my cheque submitted in Sept. 2010 bounced. I tried to tell him that there is sufficient amount in my back account and it is their fault that they did not even presented my cheque for payment in fact my cheque submitted to them for the month of Oct passed without any problem.

Now, I am required to submit the Demand Draft and forced to pay the penalty.
