Election Card Not Issued

Hi, I am Jahnavee K. Gandhi. I had applied for my voter's id card couple of years back. The voter's id card number is "864gkb3799194", which I could managed to get from the District Election Office. And the District Election Officer also informed me that the voter's card has been handed over to Taluk office at Devgadh Baria. But the Devgadh Baria Officials are denying to issue the voter's card with the reason that they have not received any such card from District Officials.

Could you please advise me and take some actions against this?
