Delay of registered letter of appointment letter from Railway Palakkad Division

I am Anwar TA submitting this complaint about Post Office Eramallor, Alappuzha District, Kerala State.

Registered with AD Call letter to report for certificate verification and medical checkup -for my brother- from railway palakkad division, Kerala, on or before 27th january actually got it on today 28th January. Now he is not at home, working in TN. At this stage i think railway will not take responsible for postal delay, then who is the responsible person, the postal dept. spoiled his future... the letter sealed by ERAMALLOOR Post Office on 18th januaray 2010. They took 10 days to deliver this registered with AD to the addressee., then what's the status of the other ordinary letters..
