1 Unit Meter reading in one month

I want to make a complaint regarding the meter reading '1 Unit Meter reading in one month'. This month Feb I got 1 Unit meter reading for whole month. In previous months also I am getting the same meter reading as 3 units or 4units. I want meter to be corrected as soon as possible so that I will get a valid meter reading.
