Unable to make the PPO in scheduled period since one yea

My queries are:

1. How much longer time required for distributing the PPO from PCDA Navy to CABS then to individual? It was intimated through that CABS has forwarded the same in month of Feb 09 but so far the PPO not been prepared and forwarded back to CABS or any individual.

2. Why always is our Government protocol delayed for implementation of 6CPC to the innocent veterans? Now CABS has made statement that the PPO was made wrongly and reversed it to the PCDA Navy, is it so, please verify and initiate the issue for solution, for that individuals should suffered economically. It shows that the pre planned and killing of fundamental rights of veteran. It is nothing but a clear exploitation with the pensioner. Why always they should be looser?

3. It is intended to injustice with all veterans or pensioners (PBORs), after declaration it is almost going to finished one year to receive the new pay scale, but how can our authority look down upon the Pensioners? I hope our responsible organization will responds me with positive quick action.
