New Electricity Connection

I went to apply for a new electricity connection for my home, but they refused to give because I dont have any proof that I am the owner of my house, they demanded to present the sale deed or house tax receipt, but unfortunately I dont have those documents. I asked them for alternative but they refused the tell me.
