House/water/drainage tax is very much unregula

I resides at C1202, Apex Green Valley, Sector-9, Vaishali Ghaziabd. payment date of house/water/drainage tax is very much unregular. during 2010 bill was came to me in Feb and i paid the amount in time, in result of same i got 20% rebate. during 2011 when i did not received bill and visied nagar nigam in the month of Feb then it was told to me that this time date was September and i paid whole amount without getting 20% rebate which is been given if tax is paid in time. for current year also few days back when i approached to nagar nigam then it was told to me that this time date was 26.07.2011 but i did not received any bill tll date.

Kindly do needful so i can get 20% rebate on this tax also please regularise the period so person so can visit nagar nigam even without receiving the bill.
