Passport not received yet

Sir,

It is highly disappointing to see that it has been more than 4 months but my passport still could not dispatched to me. A police man came for enquiry and demanded 1500 rupees to me, after some bargaining he agreed on 1000. After taking this much amount he told that my passport would come within a month. But still when i check my status then it shows

Application Date :05/26

Status: It is to regret that due to unavoidable circumstances the despatch of Passport has been delayed and will now be despatched in a week's time

. So kindly take some strict action regarding this.
