Allocation of water charges

We are a small society of 13 members where some members do not reside but have leased their flats. Of the 13 flats, 2 flats have 1 person and 2 flats have 2 persons living. The rest have between 4 and 6 persons each. Allocation of water is done at a flat rate which i feel is improper. Can this be done flatwise (in the absence of individual water meters??

Is this being done anywhere in Malad area??
