Delaying in preparing documents

My self Kunal Patel and I had applied as a successor to a property owned by my late father. The raw copy (So called copy of 6 - Haq patrak) was issued on 2/05. Normally it takes 45 days after that to issue a copy of 7-12 with name of Successors. Since then I've been running like anything for that and the reply I receive is - Whenever the concerned person will find time he/she will do so / It may take 5-6 months also / Can't commit any time for such work and so on..
