Issue of parrport

I have applied for passport in Jan with Annexur A, police verification completed. My age 55.Pune PRO insist on a document which can be produced. Though having voters card, ration card, PAN card, RTO license were DOB have been recorded on my say. I am unable to understand why this office after providing a notarized document by law has been provided regrets to issue the passport.
