Stamp Paper sale on excess amount

There is a stamp paper seller `Vendor shop`, Bhika cama jee place, Delhi, I experienced last day that I got a 100 rupees stamp paper and the vendor took rupees 110. I asked the man why he was getting extra Rs 10/- for that, then he told me to go away there was no stamp paper. Since it was necessary to me to get this stamp paper and I had to pay rupees 110/-.
