House plan approval

Hi,

My name is phani raja kumar, recently i constructed a house in that village, when i aproach to grampanchayat office for house plan approval they asked me to pay 16000/-(Rupees sixteen thousand) for aproval, at the same time my neighbour got aproval for -(Rupees two thousand only), why they are showing partiality in don't konw,

Could you please look into this issue and fix this issue as early as posible
