Ibe for drug shop

I am a medicin shop owner. I have already got license for drug house. But the drug inspecter says, she w3ant Rs.3000 as beibe for a year and every year she will take 3000 per year. If i refused to pay her, she says she will not let me work easily. She can involve me in any illegal charge and will shut down my shop. All the medicin shop owners pay her this amount as they are running shops without lisence. If i pay her this amount i will be defeated by her without any fault.
