Delay in passport delivery

I had applied for the addition of my spouse name in my passport on 24th August. i was told that i will receive the passport within 3 days, all my certificates were verified by the Counter superintendent (Vishakapatnam). however when i checked the online status which said that "PLEASE FURNISH ATTESTED COPY OF MARRIAGE CERTIFICATE ISSUED BY COMPETENT AUTHORITY, OR SWORN AFFIDAVIT IN SUPPORT OF MARRIAGE WITH COPY OF JOINT PHOTO.". when i approached the authorities they said that it means that i need to produce the original marriage certificate to the Passport officer. which i had done on 8th till now there is no change in the online status and that i would receive my passport within 3 working days, when i did not receive the same i approached the concerned authority on 14th he said that i will receive it by Friday and today Friday (18th of Oct) they are saying we lack staff so the matters are pending we shall help you at the earliest. Its so pathetic that when i told them i had a ticket to travel back for my work on 18th which i had cancelled and booked for 25th they said that they cannot help me in that its the matter of lack of staff.. how ridiculous is this... i don't know whether this will help me out... but if at all anyone knows the public grievance related to passport matters please post in this section
