Too High Electricity Bill

Hi,
This is Meenakshi Agarwal. I stay in Kondhwa, Pune -48. Our Digital meter No. is 170017256575. Firstly, i want to know is there any rule as such that the MSEDCL people can change the elecricity meter without informing the concerned consumer?
I have a complaint regarding our too high ELECTRICITY BILL from the last 2 months from the time when the meter has been changed without informing us. We are staying here from last 15 years, our bills have never exceeded the amount of Rs.450/- but from last 2 months the bill is amounting to Rs.700/- and 1140/- respectively. Last month when we personally went to MSEDCL office at POOLGATE, Pune, they asked us to wait for next month to check it out. We think that there is some problem in the meter. Maybe the bill is according to meter but we are sure that the meter is running too fast. It is a kind request to you to come and check our meter.
Now, kindly tell us what is the next step we should take and where to go about for the same.
The earlier complaints made to the MSEDCL was of no use and we still continue to pay higher amount of the electricity bills. Hope this time some necessary action can be expected from your side without any further delays.
