Poster menace

Till date - I have not been able to obtain the complaint redressal system and official concerned who is in charge of posters/bills menace who stick papers on walls on private property. Most of these posters are regarding rent/lease/real estate agents/pest control/broadband/telephone/etc. When I approached about 5 officials by telephone, they said they are responsible only for election posters during election time. Not, during any other times. No one knows whom to complain. What a shame to hyderabad city? Or is this every Indian city menace?
