Minor passport applied through Tatkal not received even after 1 month

I had applied for my son's passport through tatkal (minor passport) on 10 Feb (Ref# Hyd-C002839), was due to receive the passport on 18 Feb. On checking the status online, got a message stating that I need to submit a fresh application form with all columns filled with Yes/No and duly signed. I then resubmitted a fresh application with all columns filled and with both parent's signature on 23 Feb and was told that I would receive the passport in 10 days. However, the status on the Online enquiry page has not changed ever since. I have tried calling the Hyd RPO grievance department many times, with no response from the other side. Atlast I approached the Delhi central passport office to get some help. A minor passport doesn't involve any police enquiry and above all a passport applied through tatkal should have been received maximum within 7 working days. I been a month now, but I'm unable to know the exact status of my application.

This is a typical government office laid back attitude. No one values their customer's time.
