PARCEL CONTAINING SAMPLES HELD AT FOREIGN POST OFFICE

I received a letter from Office of the Asst/Deputy Commissioner of Customs, Foreign post office, New Delhi because one of my buyers in Germany has sent me a parcel containing some samples and my buyer has declared the value of Euros 10.00 on the parcel and the show cause notice of customs state that they want an invoice attested by bank and any other relevant documents. How can provide an invoice when I am not importing these items, they are only for reproduction and I have been trying to contact custom officials on phone but nobody answeres the phone. I am not sure what they want from me because I regularly receive parcels from clients in which they send samples for reproduction. Okay if they want to impose a duty on samples then they can just ask me to pay duty on Euros 10.00 but i dont understand the point on holding the parcel. Please tell me how to solve this matter because last time also a parcel was sent by my clients from America and even after providing with all documents I never received the parcel.
