Misbehaviour & impotency of DIB office

I have applied for the passport in aug.. and my police verification has not been sent... they have checked my documents thrice still, it has been withheld with the DIB Officer, Diamond Harbour... they have also sent the verification at my hometown in Ambedkar Nagar, U.P... i think he wants huge amount as bribe... my career is at risk... please do some thing quickly...
