Passport Delay

I have applied for the Passport on 12th January. My Police verification is done by Mr. Mondol on 22nd March. But still the status is showing "Police Report has not been received.". Then I mailed to "grv.jscpv@mea.gov.in" asking for the status. I got a reply that the Police verification report has not yet reached to the pssport office.

Then I called Mr. Mondol. According to him, he has forwarded the report on the second day itself.

Then why is such delay. Its already more than three and half months. The passport website says that the fresh passport will take 45-60 days. This is really frustating.
