Not receiving passport frm past 1 year after 2 enquires

As i applied for passport service on 27 th nov from jaipur passport office, nd after 5 months i enquired on 15 may (myself) as they told as process is going on, again i enquired 29 th dec by myself they officer said they said they dispatch my passport.

and then i didn't receive it.

as i need passport rigoursly because i want to go for further studies...
