Theft and late delivery

A speed post was sent to me from satara in maharashtra no EM516530628IN on 14th october. The department failed to deliver it to me and was most unhelpful. On 11th Nov when i went to inquire about it at the post office i found that its contents were stolen. The movement details of the speed post are attached. Also it can be seen that the bag was opened by them on 25th october as mentioned in the tracker. When i wrote to the concerned individual about the delivery he also passed the buck. I have suffered a loss of my watch which has been stolen costing 8200 rupees. Pls do the needful.
