Non payment of o/s errears

I was working in the post office as a gds/mdc since june.now i have left this job due to get higher

education in foriegn. Therefore I resigned but as the new salary scale rule effected from 1 st jan.2006

(6 th pay scale) my arrears upto oct its outstanding so far. I am not living in india from oct.

but i authorised my father to reiceve my all of remaning balance of arrers in given authorised letter to

the inspector of sdi (w) in written after consultation. but there is no response is giving to my father from

karnal head office (ambala).till.so plz give me advice about this circumstances because i can not go to

india for only this purpose.
