Not issuing duplicate certificate

I have taken a loan from sbi alipur branch.as counter garrauntee i have provided nine nos of nsc's & kvp's. sbi alipur send all the nsc's & kvp for verification to post master bhadreswar pin - 712124 from where it was puchased by me in the name of my wife mrs. kalpana biswas. after verification it was send to sbi alipur & suprisingly sbi alipur received only two nos of nsc's & remaining six nos of nsc's bearing nos.(1) 40EE866154 (2) 40EE865930 (3) 37 EE747078 (4) 37EE747079 (5) 37EE744028 (6) 37EE743851 & 01nos. of kvp bearing nos.5/1/2KVP/98CC5056606 was lost in transit though it was under registered post. I HAVE COMPLETED DOCUMENTATION PART INCONSULTATION WITH POST MASTER &GOT IT SIGNED BY BANK MANAGER& MY WIFE & SUBMITTED TO HEAD POST OFFICE SERAMPORE ON28/06/08 TILL THE DUPLICATE CERTIFICATENOT ISSUED.
