Goods Not Received

I am in JAPAN now and I ordered some Material which is not available here from my home Akola (MS) INDIA. but when I got the Parcel there is no Items sent by Family. there are some wasted Papers and Magazine inside for weight. I dont know what to do. I am very shame on INDIA for such type of People in INDIA. I registered a complaint with India Post but I dont thing it will work. I am not sure what to do, hence I am checking this with you. Is this type of complaint is OK?
