Non delivery of speed post

Dear sir,

i would to draw your attention toward the careless duty of indian post. I have sent a speed post to gaya bihar on 22/10. A speed post must reach its destination within three days. but after about 20 days it has been not delivered. customer care number of indian post are not responding. A complain lodge against it on indain post portal is pending for at least ten days. now i am helpless. I dont know where to go to get my valuable documents.
