Registered letter not delivered in 20 days

I am abhishek, my tel no is- 08292422282, e address is- rama07101@gmail.com, i sent a registered letter on 22/07 from sutihar post office, pin-841222 to chalisgaon post office. But letter is not delivered till date. Is there any one who can see my problem, and take action on the man who made delay, a normal letter should reach within 5 days maximum. Please inform me the action.
