Nonrecieve of important documents

Dear sir,

I have not recieved a very important document sent by my brother from Muzaffarpur, Bihar, although on internet tracking system it is showing delivered. I called at 10 times to the custember care service but they have not done anything so far and finally said to complain from the place where from it has been sent. I do not understand why? Tracking code of my post is SDEF 935536195. Please help me.
