Theft of my sister's suit from parcel

I had sent a parcel to my sister in USA with two good suits via India Speed Post from JABALPUR (MP)
on 17.09.10 bearing Doc No: E1057666520IN. When the parcel reached the destination, it was found that one Suit was missing from the parcel and the culprits had very nicely repacked the parcel as it was.
This shows the cheap corruption prevailing in minds of certain people.
As a dignified citizen of india I request for a enqiry/check as to why this has happened, when i have paid for the service, why do the concerned agencies just sit and learn to live with it.
