Non-delivery of Parcel

I had sent a B'day present worth Rs.550 to my friend in Nepal from Mugappair East, Chennai, Tamil Nadu through India Post. I had asked for Speed Post service, but they declined and asked me to give it with a Rs.50 stamp stuck on it. So i did the same, and it's been almost a month now and my friend hasn't received it yet. Unfortunately because it's normal India Post i wasn't given a receipt but was guaranteed it's delivery. But i want some action to be taken about it.
