Non delivery of speed post

I have sent a speed post parcel paying Rs.1076/- at Tiruvanmiyur PO to canada vide

ET241903425IN on 18/11.It is since one month and the materials is

still lying with Canada post/customs non delivered to the recipient.

I have sent a e-mail to dt 6-12 to bddirectorate & Chief post master general

tamilnadu stating If it can't be delivered, please arrange to return the parcel to me. But till date no action.

The online web complaint of india post may better be closed as there is no response. Is there any method to claim damages for the poor sevice?
