Non reciept of the documents

I have an Artical with Ref No: ED984764490IN, to be delivered to my address in Dehradun. The article have been dispatched from New Delhi on 17/06, and its been 7 working days and yet no sign of delivery. I tracked the status on net but what I could see is that the article remained here on IGI airport for 3 days, then delivered to Dehradun deptt.

When I tried submitting my complain to their website, to my surprise the website is showing page not found (404) error, which shows the heights of carelessness of the postal department that they don't want people to complain about them.
