Delay in Transfer of A/c

I had requested for transfer of My. AF a/c No. DL 19846/269 from delhi by application which was recieved by theirend on 21-7-09 but after speaking to Chhatisgarh PF office (Where i required my a/c to be transfered) i came to know that ye now the a/c has not been transfered. i dont know whom should i make a complain of this and when i will get refund of that money as i have applied for withdrawal of the same with Chhatisgarh Pf office.
