Delaying police clearance certificate

I filed for police clearance certificate through indian embassy doha qatar 3 months ago. Police verification was done and all papers are ready in chennai regional passport office. The officers are very reluctant to send the report to doha indian embassy. As I am staying in Doha my father in law walking up and down to the passport office more than a couple of week and the responsible person is asking to come my father in law in one day and another day. but nothing was done finally. `it s just a 5 or 10 minute job. but I do not know why they are prolonging???!!! expecting bribe or what?
