Not recived 1 year electricity bills

Dear sir

this is leyaquat ali s/o late md mohiuddin, Hose No 182 -G consumer No -3250, behind Al Kabir Poleytechnic College. since 2001 we were paying domestic bill, in 2010 november they add our bill to commerciall (4KV). actually our area comes under village (gramin chetra) we were paying every month 80-90 rupees but now we paid 500/- per month (Twice) because one unauthrised line man his name is SHAH ALAM he visited our home along with an electricity board officer (Ansari) and put our bill (4KV) commercial and the officer asked us to install elctric meter, so we purchased the meter and give it to electricity Dept. in december but till now they did not install meter. We gave 10, 000/- rupees rupees to the middleman and now the employee and the middleman is not responding to our complain. and also our bill from jan not comming. we went to electricity office, they are asking to contact with middleman (shah alam) and he will finalise so many times we talk to shah alam but still not install our meter and not receiving my monthly electricity bill, how can we pay our bill advice and how do we install our meter. my neighbours getting bill regularly except mine.

NOTE: in my neighbour most of the people converted their domestic buildings into commercial lodges but still they are getting under domestic category electricity bill, please advice me how to solve this issue and how to get my bill regular.
