Not Provided electric pole as well as wire

Dear Sir,

We have applied so many times for Electric pole as well as wire. I am running an ITI Training Centre and i have a load of 15 kw.after many request the department is not providing the pole and wire which has been passed by the Electrical Executive Engineer, Ratu Road. And it is effecting the training of the students. We and our neigbours contributed amount and we arranged the electric pole then also they are not giving the electric wire by the department.we have taken the electric connection from a temporary wire which disturbs every time. Kindly see over the matterand help me as I have requested to The Electrical Executive Engineer, Electrical Assistant Engineer and Electrical Junior Engineer but they are not responding any time.
