A welding shop in purely residential area

We are getting disturbed a lot by a welding shop placed in purely residential area.we are facing health problems like head aches, and even pregnant ladies are also facing problem herealong with small kids. there is lot of power fluctuations here because of high voltage required for welding.even few of the electrical goods have been destroyed due to sudden power variatons.we are really astonished how govt. gave permission to proceed such actions in residential areas? can anybody take care of this issue and shift this shop to city outskirts. thanku
