Very bad worl of L&T under Jnnurm Varanasi

I am a resident of shrinagar colony Pahadia ther L&T is doing the job of laying sewerline the main line in our colony is being laid od only 8inch dia which i feel is very less for such a big colony Also the quality of work is very poor No bed of concrete or mortar is put beneath the pipe . nor they are sealing the joints with any mortar or anything Simply diigging with a Jcb and putting the pipes

who are the project designerconsultant and where can i file an RTI
