High voltage of electricity supplied

Late night I am just watching an Movie on my laptop and its suddenly got burst because of the high voltage on the electricity supplies we are facing this problem of High voltage from last so many days.

After that there engineers have resolved this problem while setting the new connection lines on the meters itself.

But on my Laptop Model HP 6100, Motherboard/TV Tuner got burst due to the said reason and for repairing it will cost around approximately Rs 1 Please let me know who should bear the said expenses..?

Do i get the said compensation to repair mine laptop.?
