Exorbitant electricity bills

Last 3 months, i have been getting unusually high electricity bills, which are increasing upwardly. My last 3 month bills are as follows:

Aug - Rs. 990

September - Rs. 1560

October - Rs. 1960!!!

That too when there is 3-4 of load shedding daily and we do not use any heavy consuption device. This is not just me, but a lot of people in my society.
