Garbage public health

I am living in D block Rana Pratap Bagh delhi 7

there is huge chunk of open vacant land lying there. It is being now used for throwing garbage, toilet, malwa illegal activities all under the nose of mcd but no action is taken from last two years. This place is stinking and huge risk of public hazard. There is lot of garbage stinking there and can cause of serious health hazard for the public living in surrounding.

That place belongs to mcd in the map and there is park but authority does not want to take any action which is causing lot of problem for the peoplle living in that area.

Kindly advice what to do whom to complain as concerned authority not taking any action.
