Unauthorised construction in DLF Industrial Area

There is a DLF Industrial area plot of size more than 10, 000 Sq Yards behind our residential plotted houses in Kirti-Nagar, New-Delhi. A service lane seperates our houses and the DLF Industrial Area Plot. The original owner of the plot has over a period of time sold small parts to different parties for runing factories. The factory owner who has a factory behind my house is building a three storey factory on his plot and has opened the windows of the factory towards my house.

I wish to know whether the construction he is carrying out on his factory land legal or illegal. Some body has told me that he cannot build more than one storey on industrial land. Secondly a lot of noise pollution comes from his factory into my house.

Pls guide me reagarding the laws being voilated and the authorities I should approach for redressal of my problem.
