Rude behaviour of staff

I have applied for transfer of gas connection from chandigarh44 to mohali ph1 gas agency. Gas agaency name is Mohali Gas Agency. After signing all the papers, I have send my brother to submit them to the gas agency as I was going out of station that time. All the papers and photos were ok. Without even having a look on the papers the staff there asked my brother to sign on 1 form and he did it as asked. But after signing the papers the staff there started scolding him. They were saying that when connection is not on his name then how can he sign the form. They didn't realize that this was asked by them only. After that incidence, I went to them asking for transfer but now they are just making excuses and not giving me right directions. Talking very rudely with me without any point.

What should I do now?
