High Electricity bill since 3 months

We are residing at C410-Amit cooperative housing society, Mulund (East), MHADA.In the month of may we requested MSEB to check our meter as it was showing zero reading. There was no action for aprox three months inspite of our various follow ups. Later they fixed a new meter which gves meter reading 1.5 times more than the average we have. We have again logged a complaint on 9thNovember and till now no one has come to check the meter. It has been one month we are following up. We have payed aprox 16000/-as our electricity bill in three months which is simply unaffordable for us. The men at office are either having lunch or are not available when called several times during the day.
